Kansas City cannot afford building unrelated to community needs; A supply of new houses available only for families of the top or upper middle-income groups; Unplanned suburban growth or unrelated speculative developments; Wholesale desertion of the central city hastening the disintegration of essentially good neighborhoods, or, a consequent loss in property investments and decline in city tax revenues; Housing that is structurally unsound and destined for future slums; Neglect of blighted conditions that breed crime, disease and delinquency."
