SmartPort Inc. has retained Robert C. Bonner, a former U.S. Customs and Border Protection commissioner, "to push its plan for a Mexican customs operation here." The plan "would permit Mexico to establish the first foreign customs inspection office on U.S. soil." The international rail cargo transit hub being developed at the former Richards-Gebaur Memorial Airport could be considered for the customs house, but at least four sites are under consideration.
