Description
Biographical sketch of Milton Jamison Payne, or Milton Payne, an early mayor of Kansas City. Born in Kentucky in 1829 and coming here about 1850 as a merchant before being elected mayor in 1855 and later state and national representative from Missouri. Also a railroad organizer after the Civil War and in 1854 "one of the publishers of the Kansas City 'Enterprise'" newspaper and in 1862 editory of the Kansas City Journal, etc.
