Photo and bio of Colonel Milton Jamison Payne, or Milton Payne (1829-1900), mayor of Kansas City for six terms starting in 1855 and "[k]nown as 'The Father of Public Improvements.'" Native of Kentucky coming to Kansas City in 1850 as a gold seeker and dry goods merchant, marrying Adeline Prudhomme ("daughter of Gabriel Prudhomme"), being elected a Missouri state representative, and residing at 12th and Broadway.
