According to the Kansas City Star, May 22, 1998, page C6: 2: "Many of the songs he [Frank Sinatra] sang so well and that were of a quality that helped Frank in his career--like 'New York, New York' [from the 1976 movie "New York, New York"] and many others--were composed by a nice guy named John Kander, who was born and raised here in Kansas City across the street from the Kansas City Art Institute."
