Photo and bio of J. W. L. Slavens, or James Slavens (1838-1905), mayor of Kansas City in 1877 and mayor of Westport in 1895 before its annexation. Native of Indiana serving the Union in the Civil War before coming to Kansas City in 1866 as a lawyer and meat packer and city treasurer the next year, with residences at 10th and Jefferson Streets and later 3016 Oak Street.
