This piece in the "As I See It" column tells about the Municipal Art Commission and the One Percent for Art program. The One Percent program started in 1986 and requires that 1 percent of the cost of the construction, reconstruction or remodeling of any municipal building be set aside for public art. Mentioned is the art at KCI proposed by Alice Aycock. "The Municipal Art Commission was established in the City Charter in 1926."
