Second of a two-part series of articles about the "Enterprise Zone Program of Kansas City, Mo." started in about 1984. The program was criticized for offering tax breaks to businesses moving into particular, usually economically distressed, areas of the city, while disadvantaging pre-existing black businesses in those areas. Many of the new businesses were not owned by or employed many blacks themselves. The program coordinator was Bob Simonds.
