Biographical sketch of Captain Walter Whitsett, "captain of station No. 1 of the police department." Born in Lafayette County, Missouri in 1867 and coming to Kansas City in the early 1880s as an assistant of Robert Gillham in "the construction of the Brooklyn avenue trolley" before becoming a patrolman for the Kansas City Police Department in 1884 under "Under-chief Thomas M. Spears [actually Thomas Speers]," with residence at 2631 Gillham Road.
