Description
Portrait and description of Milton Payne (1829-1900), Kansas City's fourth (third legal) mayor and known as "father of public improvements" here. Born in Kentucky and coming to Kansas City in 1850 as an original member of the City Council before establishing the Kansas City Enterprise newspaper in 1854, being elected mayor in 1856, co-organizing the Board of Trade, and becoming the son-in-law of Gabriel Prudhomme (owner of the original Kansas City townsite) through marriage to his daughter, Mary Adeline Prudhomme. Also co-organizer of Union Cemetery, his burial site.
